CHAPTER
III
Fundamental Rights and Freedoms
WHERE AS it is the will of the People of Sri Lanka to establish a stable legal order based on a Supreme Law in the form of a Constitution which –
strengthens institutions of governance;
assures a wider sharing of power;
enshrines democratic values, social justice and human rights;
facilitates economic, social and cultural advancement;
and promotes peace, ethnic harmony and good governance;
NOW THEREFORE,
WE THE PEOPLE OF SRI LANKA
In the exercise of our sovereign legislative power, do hereby give unto ourselves this CONSTITUTION;
NOW, THEREFORE, Be it enacted by the Parliament of the Democratic Socialist Republic of Sri Lanka as
follows:
